Laos is great. You will have a good time. In Luang Prabang there are just about an infinite amount of places to book trips. Most of the offer kayak trips including the boat hire, mini bus ride, guide, etc. We weren't looking to just hire a kayak and go on our own. You may be able to find that if that is what you want. The water was quite low, but it was still enjoyable. We had a Laos guide, and cruised for a couple of hours going through a bit of rapids here and there.
