		<description>Mother, your comment was rather confusing. I think what you are saying is correct, the rain is in the street up several inches to the curb/sidewalk which is the brick. It rained real fast and the water piled up. 

Jules, this was in the capitol city. There is a lots of French influence and such (occupation/colonization of the area in the first half of the 20th century). Once you start heading out of town things look much more like you might expect. Lots of shacks and things.</description>
